I don't think it is corrupt.More incompetent. And the councillors and the electorate can only act on the advice given to them by the officer(s) of the Council.

To think that I was forced fed in prison and one of my sisters threw herself in front of the king's racehorse to help get us women the vote in this country yet, with one bureaucratic b**lls up, that very same right to vote has been denied my sisters in south- west ward. Shame on you who did not do things properly.
