That's what keeps popping up on my mum's tv screen about every 10 seconds or so and she can't get rid of it. It only pops up on BBC1, no other channels, and only on one of her two tv sets. @b.o.liking - pretty sure that the issue of education (tuition fees) and health (nhs) are devolved powers therefore the members of the scottish parliament would have decided on those charges - or lack of them. However, I believe you are correct to say that all MPs elected to Westminster from all four countries of the UK have the right to vote in Westminster on matters specifically English ...
