I think the author of that comment is making the point that logically it should be extended to the private sector as well. Not that it necessarily should be or that it would make any sense that it should be any more than it makes any sense for it to be extended to HA tenants. I don't have a problem with which candidates I'll vote for in the town council and Teignbridge district council elections. Unless anything unexpected happens between now and polling day I already know who I will vote for and why. It's the general election vote that is the issue. Totally agree that it is a much harder decision than 5 years ago.
