As I have said before, there is a "knowledge" in Bristol and South Gloucestershire and many other places. If you care to google it you will see As Mcjrpc quite righly says, it only applies to Hackney Carriage Drivers not private hire.
Moderator, I can back up, what I have said , the evidence is well documented, regarding ovecharging and by whom. I myself was involved for many years in that aspect of the taxi trade.
