The Conservatives have been in control of Devon County Council since 2009. If you (and others) are unhappy about their lack of attention to pot holes then you can always register your protest by not voting for them on Thursday 6th May when voting for Devon County Council candidates takes place. https://www.devon.gov.uk/democracy/elections-and-voting/candidates-for-election-on-6-may-2021/
