I got odds of 3/1 at Betfred that Dullish would be the username. I'm off to collect my winnings. I don't give a flying fudge about the Town Council. I only care for The Truth. I don't know who John Anthony is, so I can't answer that question I'm afraid. And anyway, what have teenagers got to do with Civil Enforcement Officers??? Laters.
If there's a discrepancy, is that the fault of the Civil Enforcement Officers? Nope. If there's a discrepancy I would hope and expect that it's put right by the appropriate authority.
