Does anyone have an opinion on public rights of way?
Recently or at least in the last twelve months, a PROW has had gates (which can be locked)placed across it. I am referring to Blackswan Place, which is a road that runs from the bottom of Luscombe Terrace to Hatcher Street. Enquiries show that the PROW has been there before Hatcher Street and Luscombe Terrace was developed. Does anyone know who many have committed such a crime in denying the public right of way?
It is my understanding that several people have already written to the PROW office Devon County Hall, Exeter about this. If anyone can throw any light on this crime, please do.

Perhaps local cllrs could be informed? - they might be able to investigate. Anyone know which council is responsible for PROWs?Town?District? County?
(Roll on Unitary authorities - life will be much simpler)

As an ex resident from that area I can remember a group of people trying to get permission to have gates erected.
I can understand why because there were always a lot of problems, e,g. People dumping bags of rubbish mainly after dark, people walking their dogs and letting them foul, old cars dumped and people from the pubs congregating at night urinating and being sick.
Perhaps there could be some agreement where as the gates could be open during the day and locked at a reasonable time to keep out the undesirables!

Public Right of Ways are just that I lived in Luscombe Terrace for 24 years moved 3 years ago the only problems with waste was from the shops and restaurant whose back doors led into it.
According to the National Ordinance Survey map the lane between Luscombe Terrace and Hatcher St. is a PROW if this is proved the gates have to go
The rights of PROW's are important to all of us

Well, that happens everywhere, yet I do not see gates being erected at each end of the roads to keep the undesirables out.
We need to deal with the undesirables, not deny everybody their right of way. Undesirables come in many disguises.
Walker suggested we inform the councillors, well it is a councillor by the name of Protheroe that has done it. He owns by all accounts many of those properties at Hatcher Street and Black Swan place.
He acquired planning permission under the name of Gower Properties to erect the gates, but unfortunately, planning permission is one thing, erecting gates to deny people and traffic (yes traffic also used it, especially taxi's) is another.
Those of you who object to having PROW's block , should object to the PROW department, County Hall, Exeter. Do not let people, who ever they are, run riot over your quality of life.

It is the same councillor who built the luxury flats on a flood plain in Dawlish Warren, and in doing so devalued the propery of 3/4 residents who live in Lee Cliff Park who now look at a brick wall from their lounge window.

Trees with a preservation order on them were also cut down, it has emerged that councillors revoked the tree preservation order in order for the flats to be completed. What does that tell you.
A walnut tree that had been there for many years was also cut down.

I see this man has built himself up as a pillar of society, purporting to do this and that to improve the quality of life for the few, when in fact he has been systematically destroying the quality of life for the many.
His policy is, "If it gets in my way, I will endeavour to knock it down."
Funny how it was his son Malcolm that (When the planning application was being submitted) claimed to be the applicant for the warren complex, his business was the holiday industry, whilst daddy kept his head down. Now it is Daddy who's empire is under threat, (the sand from the warren has gone to Exmouth) and my empire will suffer through lack of holiday makers), no mention of son Malcolm.

If it makes it to the agenda, which I doubt, you will be able to ask questions on the subject. Go for it and be well prepared.
I do hope there are more people reading this thread who will fill in the forms which can be downloaded from DCC web site," Public Rights of Way".

Had email from the town council they advised to get in touch with Highways Department. Have emailed them as tried to phone there was no answer

You need to contact the Public Rights of Way,
01392 382084 Ask for Michael Martin, tell him it is to do with the PROW Hatcher Street/Luscombe Terrace, Dawlish. You will find him or his secretary most helpful.

Had email from highway Department.
Apparently the path from Hatcher St to Luscombe Ter. is not shown as a prow on definitive map however it does have a claim to be recorded on the definitive map. Not sure what that means will phone Mr Martyn up on Monday
