That is rubbish I have attended many Town Council meeting, have a look at their web-site

I do not think you mean a closed shop, they are certainly not!
What you may mean is, that topics have already been decided upon and what ever you say will not make a jot of difference.
That is where public participation comes in. Go along and try it!
