it could be alleged a 1 bedroom flat is now a multiple housing home for 

imagrants. My question is by anyone of superior knowledge than me ask if

this is changing the usage of this property? Where does this stand in fire prevention and

all other regulations.

To the neighbours of this particular home,and who is responsible if it goes pear shaped

 The Council, Leasing agency, The owner,or the agency without consultation that put 

this idea forward and activated this policy.Can't wait for views.
