Concern for youngster

I felt really concerned this morning when I was passing through sandy lane. There was a young toddler who was wandering around the busy car park and up sandy lane, he had a little girl looking after him who must have only been about 9 or 10! He could have easily gone into the road and there was no parent in sight. I felt I should intervene for his safety but was worried about what his parents reaction may have been, I assume they must have been in the pub by the car park. It is really unfair to leave the young girl responsible for his safety. What age does a child have to be to be resposible for another?

I know what you mean, I to have witnessed this.
It seems to be a regular Saturday thing when football is on.

maybe one of their party was coming out to check on the children every twenty minutes or so. obviously its never been heard of for a toddler to go missing in this day and age.
