The only people helping the smaller political parties to get more votes is the Liebour and Cons party in my opinion. Reform would not exist if we had governments that were true to their word, but again they are politicians so we should always expect the opposite of what they say in my opinion.

The Liberal Democrats basically got the same amount of votes, so anything Labour or the Conservatives are doing or have done in government didn't directly benefit them.

And nothing the Lib Dems have ever done since being formed has had much of a bearing on the two larger parties, including when they partnered with the Tories in the 2010 coalition - they just U-Turned and assisted the Conservative's austerity policies.

The Lib Dems indirectly benefited from a load of traditional Tory voters shifting to Reform in the general election and the County Council elections. And they benefit from apathy and low turnout.
