A new link road will be built in Dawlish as part of a scheme for 860 homes.
Located between Elm Grove Road and the A379 Exeter Road, it forms part of Teignbridge District Council’s local plan to build the houses on the edge of Dawlish near Secmaton Lane.

This link road has been at least 7 years in the making. And it still ain't built yet!
I have just watched the podcast and looked at some of the documents concerning what was agreed at the DCC cabinet meeting (see post above).
As DCC is the Highway Authority it seems that it was just giving its approval for the road to be built (I should *!*!* ! well hope so!).
DCC is involved in the building of the bridge over Shutterton Brook and a bit of the road either side.
As far as I can ascertain it is still the case that each developer has to build a section of the road as and when that particular developer builds houses.
So.....despite the road being approved by the Highways Authority (Devon County Council), until and unless the Secmaton Farm housing development materialises there will be no link road and if the Gatehouse Farm development takes place before the Secmaton Farm one then all those living along, working along, travelling along etc Elm Grove Road will be impacted by the site traffic accessing and leaving the Gatehouse Farm development.
I am trying to find out if my analysis of the situation is correct.
The bridge over Shutterton Brook was granted planning permission by TDC a few months back.
As I said above, DCC is involved in the building of the bridge plus a bit of the road either side.
I understand that the meeting referred to in the first post on this thread was concerned with DCC giving approval for the bridge works to be put out to tender.
So......... here's a potential fly in the ointment.
This bridge is to link the Persimmon side of Shutterton Brook with the Secmaton Farm side of Shutterton Brook.
Shutterton Brook forms part of the northern boundary of Secmaton Farm.
Whilst the Persimmon development is presently being built out there is presently no planning permission for any development on Secmaton Farm (even though the land has been identified for development since circa 2014).
Ergo, unless the present owner of Secmaton Farm gives permission for bridge work take place on their land before planning permission is granted for development and the land sold onto a developer , the question arises "when will the bridge be built?"
If the present owner of Secmaton Farm doesn't wish to play ball, what then?
DCC could issue a compulsory purchase order but I understand that CPOs can take ages to go through all the necessary procedures. OR DCC has negotiated the purchase of a small parcel of Secmaton Farm land so that the bridge can indeed by built across Shutterton Brook.
The above is just me thinking out aloud. I would welcome comments and I would welcome corrections even more!
The building of the bridge was given planning permission a couple of months back in August.
Work has to start within 3 years.
Wonder if it will be in place by 2025?
