There are no good reason to have bonfires ! if you have a garden just build yourself a composter 

and make some compost ( simple ) why do you want to annoy your neighbors  ? Why do you want to ruin the air you breath? children health are at risk so is yours , if you want to breathe in smoke go lock yourself in your bedroom with a packet of fags and smoke away
