With motorways having three lanes, the so called fast lane (the lane nearest the central barrier), sometimes grinds to a halt and all the traffic in the secret lane and middle lane is still moving   ----undertaking. What you are saying is, that they should stopp aswell. Is that correct?

United Kingdom – The Highway Code discouragesundertaking on motorways with some exceptions (rule 268): "Do not overtake on the left or move to a lane on your left to overtake". ... On all roads, undertaking is permitted if the vehicles in the lane to the right are queueing and slow moving.
