Inconsiderate and irresponsible dog owners in Teignbridge will face £100 fines if they do not pick up after their pooch – and even if they do not have a doggy bag with them.

SEASONAL DOG EXCLUSION AREAS (BEACHES) - an offence for a person in charge of a dog, between May 1 and September 30, or April 1 and September 30, in Dawlish Warren, to take the dog onto, or permit the dog to enter or to remain on, any beach designated as a dog ban area. The beaches are Dawlish Warren, Dawlish Town, Dawlish Coryton Cove, Holcombe, Teignmouth Town, Shaldon and The Ness.

And so they should. Beach Street at times is dreadful, and you know what? People are walking in it. When you speak to those in charge of the dog, some will just tell you to Feck off. Not only do they not pick it up, some will pick it up and leave the black bag they have picked it up in, on the road. I have seen as many as five of these bags just left there for someone else to take care of.

Carrying a bag to put it in should be as easy as putting on your seat belt, there should be no excuse for taking your pooch out without a bag.

GOOD Now for the Cats

Neer seen a cat drop their load on the road or pavement.

How will this be enforced? By whom? 

For example, how will it be known (and by whom?) whether or not a person in charge of a dog (or dogs) is carrying pooh bags? Will we also have ad hoc stop and search bylaws for all dog walkers in Teignbridge?

Maybe they will employ a private enforcement company as other Local Authorities do.

I thought local authorities are strapped for cash..........although that said, a bit of research has thrown up this company. Seems they don't charge the local authority anything but cover their costs by way of the fines they dish out.

To answer some of my own questions. It seems that:

The three Community Environment Wardens employed by TDC will undertake the role of enforcement. (Yes, that's right - 3 people for the whole of Teignbridge are to enforce this).

and

investigations will be made to see if the Dawlish water fowl wardens would also be able to enforce these new regs.

If you have concerns/wish to comment about this new Public Space Protection Order then you can make them known to the person shown below. I understand that the matter is still up for debate/discussion and will be on the agenda at the next TDC Overview and Scrutiny committee meeting being held on Monday 19th November where any comments from the public concerning this new PSPO will be brought to the attention of the committee members.

In my opinion, just a revenue earner for the council. Why not enforce the orders on The Lawn I am sure you could make a lot more than running all over the district.

They will only earn money if they catch the perpetators, and that to my mind will be difficult as most of it is done under the cover of darkness.

On the matter of the three Community Environment Wardens - I've read that they only work Mon-Fri.  

So take your dogs out on Sat and Sun!!!!!!!!!!

One letter is from the Chairman of Teignmouth Traders' Association saying that the proposals would have an adverse effect on trade in the town.

Have Dawlish town centre/Dawlish Warren traders any thoughts on this matter, I wonder?

Cllr Prowse: “...............There had been a misunderstanding with the inclusion of Holcombe Beach and the Ness Beach being included in the Public Space Protection Order (PSPO) and it had been confirmed that they would not be.”

Cllr Clemens:”.........TDC  Executive. Approval was given for the writing of the Public Spaces Protection Order for the Control of Dogs in Teignbridge. We have long awaited this id Dawlish following the death of numerous black swans. Unfortunately, the decision has been called in so will now be discussed at the next O&S on the 19th November. “

Cllr Wrigley: “..............The recent TDC Executive meeting considered the Dog Controls that Dawlish residents have been calling out for, to help us control loose dogs on the Lawn. Unfortunately, when this went through TDC Executive it contained a number of problems and has been called in for re-consideration. The inclusion of the Ness and Holcombe beaches being one issue, and the extension of the beach ban date to 1st April being another. Concerns about how this PSPO will be enforced have yet to be answered also. After waiting for the best part of a year since this was first discussed, it looks like Dawlish residents concerned about the Black Swans must wait a little longer.”
