I do not know if this was meant to be uploaded, but this appears to be the Redrow viability assessment.  The letter that comes before this document on the Planning Portal states that: 

'I understand that the contents of our viability assessment will be treated as confidential due to their commercially sensitive nature.'

 

The Viability Assessment has been uploaded and is on this link, so much for not sharing it will everyone!

We would need a solicitor to look at the detail of all of this to know if what is happening is legal. From what I have read the developer has, as usual, reduced the amount of affordable housing but it is not immediately clear why they have done this and whether they are legally entitled to do this. Gut feeling..........being ripped off by the developers again!! And......why was the viability assessment confidential? Should we as tax payers not be in receipt of all formation related to building in our area that affects all of us?

NPPF has sections in it about viability.

And the present Government is not exactly pro Affordable/social rented housing. 

If you put viability reasons and legislation that is effectively anti affordable/social rented housing together then, I believe, developers will find way after way of wriggling out of providing affordable rental housing.

There is lots of stuff going on in parliament at the moment (via the Housing and Planning Bill) that will negatively impact on the provision of affordable rental housing. This government is obsessed with home ownership rather than providing different types of homes for different types of personal finances.

When the Housing and Planning Bill becomes an Act I will, as is my way, be letting all and sundry know what it contains. But be warned - I can tell you now, and with a reasonable degree of certainty, that it will not be good news for those within our community (and other communities as well of course) who cannot afford to buy a home.

I mentioned above that the government is far from in favour of affordable and social rented housing.

The Housing and Planning Bill will again be debated in the House of Commons on Monday 9th May.

If you object to what the government is proposing (see the Guardian article above) then why not let our MP and the Housing and Planning minister know.

The town council's planning committee have recommended refusal of this request as they are not supportive of any Affordable Housing reduction below 25%.

On the subject of Redrow I thought is was clear cut that none of their houses could be occupied until the issue over the provision of SANGS had been resolved.

I see no SANGS but I do see folk moving into new houses

Was this issue over looked with the extra payments to TDC via the back closed door or was that something different

I raised the issue only the other week with one of the councillors.

I was over at the bootfair today at Sainsburys so decided to take a walk down to the estate.

Yes, cars are parked outside some of the houses.

So, where's the SANGS then?

On top of which I understand that SANGS should be advertised but I can't find any info about the Redrow SANGS anywhere.

I'll chase up that councillor I contacted the other week.

Looking like Redrow along with others are getting away with doing what they like on the basis that TDC wont risk a court battle to stop them. Sainsburys/Millwoods all over again.  Something has to be done this time or it sets the precident for the Gatehouse/Langdon developments

Hows about sending and email to Redrow office in Exeter asking them where their Warren Grove SANGS is, and asking for directions to get to it wink

It looks like they did not have to provide SANGS, but it is ok to pay for of site provision, but it hasn't happend at Warren Farm.

 

Dawlish Town Council Planning Meeting 27th August 2015

62.4 Money from Shutterton Park Dawlish: The first of the money has been received from Redrow at Shutterton Park Dawlish, 12/0228, under the terms of the Section 106 agreement. Cirl buntings - Pay prior to commencement of development of the first phase = £68,796.61.

SANGS Acquisition and Capital - Payable on commencement of development = £488,623.73.

But.........  they had to have the pro rata amount of SANGS in place before even one of their houses was occupied.

And as far as I am aware their 'temporary' SANGS was next to the development site. 

But even if it isn't next to the site there should nontheless still be SANGS, somewhere, NOW!

Official response from Redrow Homes

"We have already responded to your concerns and provided you with all the information we can. If you require further information, please refer to the planning department at Teignbridge District Council."

Back handers for sure, seems they may have paid around £4,500 per house to get out of providing SANGS, which now means TDC have to provide.

I emailed Simon Thornley at TDC this morning about this matter.

This is the text of the email:

"I believe the above development is subject to a SANGS requirement and that the requirement included a clause that the SANGS should be in place before the first house is occupied.
 
I had occasion to visit the development a few days back and it seems to me, from cars and vans parked on driveways and outside houses, that the first houses are now occupied.
 
So can you tell me where the Warren Grove SANGS is please?"

Have now received a response.

TDC agree there is no SANGS in place and that there should be.

TDC in discussion with Redrow re getting the SANGS in situ soonest.

 

I emailed back asking if Redrow had forgotten ('forgotten'?) about the SANGS agreement and for an estimated date of when the SANGS will be in place.

If I hear more I'll put it on here.

So on reading todays Gutsache is seems Redrow have deliberaly tried to pull a fast one on Teignbridge and are now seeking discussions to talk their way out of their SANGS responsibility. Meanwhile the fence sitters at TDC are trying to blame Richard Weeks for not selling them his farm.

Now if this had been you, me, or any other man in the street TDC would have been to court got an enforcement order and turned up mob handed to evict the residents already on site and to stop any futher building.

Why is this not happening, this is a blatent breach of planning law and should be dealt with before any discussion takes place.
