there was talk at one time (last year I think) of whether the town council should purchase it.

They didn't.

This from the minutes of the 3.9.14 town council meeting:

"(c) Artwork of Dawlish (Report TC 94 refers).
Consideration was given to the purchase of a piece of artwork entitled “Jet Stream Meets
Dawlish,” by a Northampton Artist, Stella Benford, at £300.00.
It was considered that the purchase of the artwork or the exhibit of it at the Manor House or
other Town Council building would set a precedent.
Resolved
The Artist is advised that the Council thanks the artist for her offer to purchase the piece of
Artwork but declines this offer, and that she may wish to contact Network Rail in relation to
her artwork being exhibited as part of the proposed museum in memory of “the Great Storm.”

Anyone know if it found its way to Dawlish some other way?
