Philip Lindon and Cheryl Mee had been stopped for speeding on the A380 at Mamhead, near Dawlish when the drugs were found.
Lindon had arranged the shipment to pay off debts. Mee was not directly involved but had been running a cannabis dealing racket in Devon for six years which had netted her £50,000.
