Dawlish Discussion

Does anyone know who has responsibility for the flower troughs hanging along the sides of Jubilee Bridge?  Whoever it is seems to have forgotten to put new plants in them and the old ones look very despondent. Thanks. 

The lady who normally does them has been ill - my partner was only saying today that we need to see if we can find some help
