I was suprised to be informed that Teignbridge DC only need a USER NAME and PASSWORD to access the DVLA data base, they have five licences used for different reasons to request driver/keeper information.
In 2012 one of those licences was suspended by the DVLA for 12 months, I don't know the reason, but I have asked the question Why?
The enforcement officers where obtaining details by phoning into the office, under the licencing regulations they are not allowed to do this. The Police obtain vehicle details over the radio but will be asked by DVLA at random to provide details of why a request for information was made the details are normaly placed in their pocket book so a permanent record can be refered to.
The following is the question I put to Parking Services Teignbridge DC:
The reponse from the DVLA concerns me greatly regarding security of the USER NAME and PASSWORD.
Who (not names but job titles) and how many persons within the Council have access to the above?.
What security do you have in place to stop user abuse.?

I have passed your request onto the FOI Officer to register and respond accordingly. I cannot provide full details as I only cover the parking system access,

The great advantage of having an appointed FOI Officer is that it is like having a Quality Manager, a Health and Safety Officer or a (fill in your own favourite)
