The site is situated south of Shutterton Lane and to the east of Exeter Road. (Behind Sainsbury's then?)

To have a look at what is being proposed go along to the public exhibition being held at The Red Rock Centre on Friday 11th May (5pm-9pm) and Saturday 12th May (10am-4pm).
Feedback forms seeking the views of local residents will be available.

Is it Millwood developments proposing this development. The same company that as yet has failed to provide any of the industrial/business units it is committed to build under section 106 planning laws.
As Brazilnut is hinting at. Before any new housing is proposed we need infrastructure in place i.e. better road A379, Doctors, Schools, Entertainment facilities, The sewerage system in the area needs a major upgrade as do flood defenses. We also need JOBS for the people who will be moving to the area,
The people who are proposing to develop this site are Shutterton Park Ltd (whoever they are).
The people who own the land that SPL wish to build on are local farmers. According to the documentation on the TDC website it would appear the owners of Blackforest Farm are the owners of this land at Shutterton.
I think Millwood Homes have put in a planning application to alter the type of business units they should be building as per the 106 agreement. Have to confess to not following the progress of that planning application as otherwise occupied following what's going on re Dawlish N'bourhood Plan (hence I can tell you that info about who is proposing to build at Shutterton and who owns the land that SPL wish to develop).
I think many of us would agree with you MoH about needing infrastructure in place before the houses get built, especially jobs, but have horrible gut feeling that new national planning policies will favour the building of the houses first.
Localism or no localism, community involvement or no community involvement. I think we are all about to find out that our wishes are still nothing when it comes to deciding what gets built and where.

If the majority of the electorate feel the same way that infrastructure and jobs must take priority over houses, Can a local vote not force council at local and district level to reject any such plans. Not sure how the system works, but there has to be a way to halt this at the outset.
Someone in relation to the Sainsbury/Millwood development obviously had something along these housing plans in mind years ago, hence the width of the access road and additional roundabout points along side Sainsbury's store. In other words past and present planning committee members at Teignbridge know more than they are likely to admit about this.
Time to do some digging next week me thinks, Starting with companies house to find out who SPL are.
For the life of me i cant understand why we need jobs the people buying these homes will have to be in employment to obtain a mortgage and will probably commute to there work like many do already did i not recently read that 68% of people in Dawlish commute to work. As for Schools at present there are places in local schools and will be more places in the next few years it may be a new school will eventually have to be built.My final observation is that we have a Town Centre that is slowly dying a expanding population may just be the tonic the town needs to put some life back into Dawlish
Well, it may be the case that not all buying these new homes will need a mortgage. Some for example might be selling up elsewhere and moving here to retire/semi retire and be mortgage free.
But for mortgage dependant buyers I guess whether or not they can buy here will depend on what the prices of the market (as opposed to 'affordable') houses are. Let's say £180,000 being the cheapest. What salaries would a couple have to earn between them to be able to raise that amount? And then not let's forget the deposit. Salaries here aren't exactly enormous are they?
And should it be the case that these extra people will commute for work like others already do who live here wouldn't that mean an extra load on the roads and the trains? And these extra people will need medical facilities and sewage disposal as well, won't they?
And there's nothing in either the Dawlish N'bourhood Plan or the Teignbridge Core Strategy concerned with providing local entertainment for our enlarged community.
So, as I see it, even if you take out the jobs aspect there are still infrastructure issues that need addressing.
But, all that said, and as I say above, what any of us think, bottom line, just ain't gonna come into the equation. It'll be what national planning policies, local planning policies, developers and planners want that will dictate what happens. Just like it's always been.
Just thought this website might be of interest to those on low incomes looking for a home locally given that all this open market house building should also bring a % of 'affordable' homes to Dawlish.
The problem is Lynne nobody is interested i will give you a example. Recently new no waiting restrictions have been introduced in Elm Grove Road so at school times drop off and pick up there is no parking the reason to keep the road clear for traffic from the new houses that are being built.
Now when parents couldn't park and started to moan the reasons for the restrictions where explained a typical response was , who gave permission to build houses there , Why did no one tell me, you see Lynne everyone is in there own little world and doesn't give a dam till it effects them. Now three weeks on all is forgotten and all the parents are back in their own world until something else interferes with their lives nobody cares Lynne
There's a bit about the present sewage problem and the effect on the quality of the local bathing water in this week's Dawlish Post (see bottom of page 2 "Town Beach Warning".)
New European bathing water standards due to take effect from 2015 mean that swimming could be banned if the quality of the water does not become cleaner than it is now.
So, if the present sewage system has trouble coping with the present demand put upon it what on earth will it be like over the next 20 years with the extra demand brought about by the increase in population?
Also, of course, as the local economy is so tourist orientated if people are banned from swimming/using the beaches then, as the paper states " If this situation occurs at our main bathing beaches we can anticipate significant negative consequences for our local, regional and national tourist industry and our local businesses, the local economy and the local community".
Without wishing to sound negative or put a downer on things with the holiday season about to start. Do you not think Lynne that part of the future plan for Dawlish is for it to be less of a tourist/holiday destination and as mentioned on many threads before just a commuting overspill area for the expanding city of Exeter.
It seems that most of the warren holiday parks are now becoming more semi-residential or second home venues, Hazelwood, Peppermint, Leecliff and now the Welcome have started selling off their chalets. Barratts have been allowed to build the eyesore council estate with that likely to be extended up towards Sainsbury's as above.
There also seems to be a lack of holiday type development taking place anywhere around the town with the exception of Cofton perhaps. Another five years and the whole area will be built up with the inner town area classed as nothing more than a living museum.
In the past the beaches have been closed due to poor water quality and it could be that their is yet again a bigger picture. The wildfowl on the brook have been blamed in the past especially after periods of drought when sudden downpours wash out the brook recently some research has been going on with regards to farming practices higher up the brook where cattle are kept close to the water source. The latest survey is looking at the dozens of houses further up the brook who are not connected to the mains sewage and use septic tanks, again during heavy rain these can overflow as ground water rises.
It seems that we are quick to blame South West Water who have done a great job over recent years i remember not to long ago when the raw sewage outfall was only a few hundred yards of the beach and their was a regular problem with waste on the beach. In those days Dawlish was a thriving resort packed to breaking point. My final point is financial just how prepared are the good people of Dawlish prepared to accept higher water bills to keep up with EU legislation maybe its time to say enough is enough
I know the beaches have been closed in the past but as I understand it the legislation wef 2015 would mean that instead of a beaches being closed for a week or so they could be closed for months - hence the potential negative impact on the tourist industry.
Lots of house building here, without the local jobs to go with it, would certainly imply that Dawlish is well on its way to becoming even more of a commuter town for Exeter. However, a stated objective of the Dawlish N'bourhood Plan is that Dawlish should become a year round tourist destination.
Will that ever happen? Your guess is as good as mine but like I've said on my other postings, bottom line local people won't have much say in what gets built and where and the government is intent that lots of house building shoud take place.
Lynne there will never be any great expansion of jobs in Dawlish and i see no problem in being a commuter town. I have friends who work in London , Bristol, Reading , and one who works in Scotland they are all top earners £100,000 plus per year and that money is coming back to Dawlish more of the same thats what i think cant do anything but good. And i will add they all use trains and planes.
Your comment about Dawlish becoming a year round tourist destination it used to be but those days are gone who in their right mind would come to Dawlish in January when for a few hundred pounds you can fly to the sun with the price of fuel likely to reach £2.00 a litre we are going to get less visitors not more.
And again Lynne i am sorry to say in general local people just don't care or don't know about what is happening on their doorstep its sad but thats reality
On the subject of people not having a say on whats built around the town and what is not, has anyone heard anything from the D.A.R.E. group recently. All seems quiet on that front.
Thing is Leatash that I think many may agree with you, including myself, that jobs aren't going to come Dawlish's way and that's for lots of reasons. But - as far as I understand it - the new national planning regulations maintain that local plans/n'bourhood plans must include sites allocated for local employment. Ergo the Dawlish N'bourhood Plan includes employment sites even though many of us know that to have them included is a nonsense. The Sainsbury's supermarket is now built on a site that was allocated for employment back in the mid 1980s. So why is the supermarket there? Because in all that time no employment use came forward that's why. And you may well be right about the tourist aspect as well, indeed there may be less tourists in the summer as well as in the winter.
It is the government that is answerable for the national planning policies which in turn dictate/influence the local ones. Those who live locally can only see what nonsense some of this new planning stuff is when it is applied to where we live.
It will be interesting to see just how many in the town respond when the Dawlish Neighbourhood Plan is put out for public referendum some time later this year.

I would hazard a guess Lynne it will be about the same turnout that we had for the consultation on the Strand it will be the same people including myself who have some interest but unfortunately we are few and far between

We need a bit of detective work here. Shutterton Park Ltd are not as yet registered with companies house and there appears to be no trace of a permanant address for them, just a P.O.Box in a multi- tennanted office block in Telford. I suspect Millwood developments are hiding behind this as they obviously have contacts within TDC and claim to have been involved in several other projects over a period of 12 years.

On the way home from the supermarket, I visited the exhibition tonight, and was pleased to see that many others had also turned up with an open mind. I overheard one enlightening conversation between a Shutterton Lane resident and a Shutterton Park rep, telling them to ignore DARE as they oppose everything and only speak on behalf of a tiny minority of town residents!!! And this from someone likely to be directly affected by this development!!! Anyway, these are impressive outline plans and in my opinion will be an enhancement not just to that side of town, but to the whole of Dawlish. I just hope that the usual busybodies don't get more publicity than their tiny number warrant. By the way, I asked questions as to who SP are, and was satisfied by the answer received.
Glad you are happy with the answer received. I also asked who they where having done some homework and actually found out for myself. Unfortunately they lied. They are however not connected to Millwoods, but on the other hand are not builders either. Will be paying them another visit tomorrow to see if they own upto their real identity.
@MoH. Who did they say they were to you? I was told they are a business beginning with "L", and I had no reason to disbelieve them or their claim of being 'involved' locally for 12 years. I would be interested to know who you think they are and then why they would hide their identity.
Remember the original proposals for this site including then what is now Sainsbury's. The exhibition if memory serves me correctly was at the Langstone Cliff hotel. It was a huge mixed development proposal of commercial units, entertainment facilities, supermarket and houses. I think the plan went down the pan after consultations with the environment agengy over flood defense measures Well if you remember it then think of the company behind that proposal and put 2 and 2 together, they used to be based in Walsall. It appears the whole thing is being driven by TDC in order to meet the requirements of the core strategy policy which they have to submit by 2013. Wonder what its all costing the rate payers again.

As Nelson has said above, in their brochure Shutterton Park Ltd write that they "have been active in Dawlish for over 12 years" and that they "have a long and successful track record in the delivery of high quality regeneration projects".
1.Can anyone tell me where SPL have been active in Dawlish over the past 12 years?
2. What do they mean by 'active' ?
3. Where are these high quality regeneration projects? (Not saying they haven't done any, more curious to know where they are).

I remember black properties, it was going to have a large Somerfield, Nursing Home, School? plus the housing, it was turned down because of conservation!!! and what has happened since Sainsburys and now plans for housingmmmmmmmmmmmmmmmmmmmmmmnnnnnnnnnnnnnnn
Their company director/secretary has had a very colourful past to say the least.
My guess is they dont actually do anything only consult on available sites. Information on who they were intending to work with regarding builders etc was not forthcoming the other night and when challenged about their indentity they became very tetchy
Will be requesting the whole story from TDC tomorrow under their open door policy.
I've just contacted SPL via their online feedback form pointing out that whilst they state in their brochure that they "have been active in Dawlish for over 12 years" they do not support that statement with any examples of just what it is that they have been actively doing.
So, I've asked them if they would be so kind as to give me examples of where they've been active and what at in Dawlish over the past 12 years.
If I get a response I'll post it here.
