How & who will monitor the 30 minutes free in The Brunswick, also before 10 am and after 4 pm in The Strand.
No mention of traffic congestion in Plantation Terrace

196 Strand Enhancement Project
Having received a report by Cllr Vickery, members considered its response to the Final Consultation by DCC on the options for enhancement of The Strand.
After discussion it was RESOLVED unanimously by those members present and voting to support a ‘hybrid’ scheme whereby:
· Pedestrianisation is applied during the middle hours of the day, but relaxed before 10am and after 4pm to allow access for deliveries and for people to stop in a limited number of on-street parking places for shopping.
· During the middle hours (10am to 4pm, say) access is only available to local town bus service and emergency vehicles.
· Public transport is to be encouraged as much as possible.
· The wall is removed and replaced by railings or similar traffic safety barrier.
· Circulation around the town rests on inward access by Brunswick Terrace and outbound by High Street and John Nash Drive.
· On-street parking on Brunswick Terrace be free for 30 minutes and limited to one hour, encouraging long stay parking in Barton Hill car park.
· Traffic movement within central Dawlish be restricted to 20mph
