Anybody who received a PCN on carnival day should appeal -even if they paid- as the parking sign was upside down and the wrong date was on the sign.

A friend of mine appealed and won, but had to wait 9 months for them to answer which is outrageous.

The law states "Councils cannot unlawfully enrich themselves"

Correct.

They will not automatically reimburse, but say people can appeal. My question how will they know, and they do not answer.

I may make an objection of the Report and Accounts to the District Auditor,

J.Warrener. It costs the tax payer nothing, if he finds something in the accounts which are unlawful he refuses to sign off on them otherwise he himself could be accused of aiding abetting criminal activities.

Why do you think the report and accounts have not been signed off for at least 16 years on the common market, its because there is so much fraud taking place, and they EU refuse to address it.

Appreciate this is not my argument but just out of interest @ J. Warrener how much tax payers money have Devon County Council spent on using the so called Devon camera Partnership (or should that be the private company based in Salford Greater Manchester) and the Police or NCP to enforce illegal parking restrictions, incorrect speed limits, incorrectly signed and marked roads etc. Please remember the innocent motorists being wrongly accused are also tax payers. What would happen if a group of these wrongly accused got together and sent the Bailiffs into county hall in the same manner the council would employ to enforce council tax arrears. Thanks
