Landlords lodge license appeals

Four pubs in South Devon are appealing against conditions attached by Teignbridge Council when it granted permission for late licences under the new 24-hour drinking laws. Scott Sinclair, licensee of the South Devon Inn on Strand Hill, Dawlish, is appealing against the council's decision to vary his premises licence. Two other publicans, Andrew Cross, licensee of the Exeter Inn and the Brunswick Arms in Dawlish, and Ray Martin, of the Lansdowne Hotel in Dawlish, are appealing against the conditions imposed by the council on the three premises. The conditions relate to the use of CCTV, door staff and to curbing drinks promotions. Teignbridge police requested the conditions in return for not objecting to the licensees' applications for late drinking variations to their existing licences. The police want to crack down on anti-social behaviour related to late-night and binge drinking in Dawlish town centre. Duncan Moores represented Teignbridge Council. David Wheeleker acted for the three licensees. Newton Abbot licensing justices adjourned the appeals to a two-day hearing at Totnes Court on November 17 and 18.
