It's never been a legal requirement to leave a report notice for fixed penalty on a vehicle.

"It's never been a legal requirement to leave a report notice for fixed penalty on a vehicle." That was never the issue in this instance, if you read the report it was the lack of warning signs, and with cameras in operation the PCN arrives in the post.
