The last I heard, there was still detailed work to be done on the technical plan for the final section connecting from Exeter Road to the town centre and railway station. I have made a request for news about the progress on this, and will let you know what I find out.

I don't see why you shouldn't write to any portfoliohder at Teignbridge if you have a concern about an issue within their area of responsibility.

By all means approach your local district councillors Cllr Gribble is the portfolioholder for Leisure Services, and so is in the immediate chain of command.  It's just removing one link in the chain of communication to go to him directly.   It would be a courtesy to copy the local members into any emails you send to him.
