Was originally considered. (and I don't think it is his land in the sense that he owns it, I believe he rents it from Devon County Council.) I'll try and find the link that will give us the TDC document showing the options that were considered.

How can Humphrey Clemens (who not only is a member of TDC planning committe but chairs it!) advocate TDC's policy re Warren Farm which would necessitate a planning application without his laying himself wide open to accusations of predetermination?
