I can't imagine it being young children, if so why on earth would they be out at that time.Also surely their parents would suspect something or even smell smoke on them.

Police are investigating after seven beach huts at Dawlish were damaged in a fire in the early hours of this morning. Passengers were forced to evacuate a stranded train by climbing down ladders in the early hours of the morning after a huge wave crashed into a mainline service.
