Seems a bit harsh fine, couldn't the council just warn him to get it lifted or else ? or does the tenant have to have a chance to lift the items . £458 rate ? to remove the items, done by the councils own workers and another excuse to raise excess money
Wonder how many fines prosecutions have taken place over the year. Cushy job for someone in council getting well paid for doing no checks. As with most councils want public to do all checks which saves them having to physically get off the chair and go to beaches to check....

@burnside repeat utter tosh....how many people have been saved with vaccines to fight covid but you mention astra zenecs without any emperical evidence then topped with skyrocketing deaths across the world..perhaps due to all countries NOT having vaccines.? Yes, teignbridge local council who increased rates by 8.8% and now giving out about cost of living. You could'nt make it up....
