In the past fifty years British Rail, and their later reincarnations, have raised the level of the line by packing more and more ballast stones under the rails. In the nineties the wall was breached half way down Marine Parade, the stone ballast was all over the road, the line was shut and wire cages to hold the new ballast were installed. A similar thing (not so bad ) happened a few years later.
