Margaret of course it's made a difference there's now a metre of concrete and steel between the sea and the line it's made the wall and line RESILIENT.

Just to add to the above i dont think it was never said that the new wall would stop waves overtopping but it would make the line more resilient.

But the queastion is what would it be like without it, the old wall was in very poor condition and with climate change and rising sea levels it needed to be strengthened.

I think you need to look at the bigger picture Margeret the wall is also being extended eastwards not only will it protect the line it will also keep the town safe.

I think you a wrong Margaret it has been breached and within the last 35 years.

It opens ok for me.

And now we have storm Ellen on it's way.

If you visit France, Italy, Germany you have to pay tourist tax as you do in New Zealand and many other countries around the world so why not here.

A solution has been found that good enough for me it's the same with any large engineering project there are problems that have not been anticipated solutions are found and work carries on.
