On the matter of the three Community Environment Wardens - I've read that they only work Mon-Fri.
They will only earn money if they catch the perpetators, and that to my mind will be difficult as most of it is done under the cover of darkness.
In my opinion, just a revenue earner for the council. Why not enforce the orders on The Lawn I am sure you could make a lot more than running all over the district.
