A breakwater would be better than just a bigger wall!
Cannot see the application on Teignbridge planning web site yet although the area in question is highlighted in red. From the illustration on the news article the extended height wall is only from the station towards boat cove not the section between red rock cafe (as it use to be known and the Dawlish station!
Plans for a new, higher sea wall at Dawlish in Devon have been developed in partnership with engineering services firm Arup. The design will prevent stormy conditions from damaging the railway at Dawlish, where the tracks and station are regularly damaged by flooding due to high waves and strong winds. Read more... ...

large parts of the town centre in Dawlish have been evacuated because of a gas leak. Police and fire crews are at the scene on Brunswick Place, and a 200 metre cordon is in place.
