So, Anon, what's your problem? Who said Tesco can't build somewhere else? NOBODY! If they really want to be community-minded why not build on some contaminated land somewhere? They have POTS AND POTS of money - all gained from unfairly treating suppliers and customers, so why not spend a little of that in cleaning up some land that needs it?
