Obtaining a NOC from Pollution Control Board is essential for industries before commencing operations, including trial production. The application process is managed through the Online Consent Management and Monitoring System (OCMMS), accessible at OCMMS website.
 
To apply, businesses must submit the necessary permits, pay applicable fees, and fill out the Consent to Operate (CTO) form.
 
An officer from the Pollution Control Board will inspect the industrial unit to verify the implementation of pollution control measures in line with the Water Act, 1974, Air Act, 1981, and Hazardous Waste Management Rules. Approval for the first CTO is contingent upon compliance with these regulations. Once granted, another inspection is conducted within three months to ensure continued adherence to pollution control standards. If the industry is found compliant, the license remains valid; however, if non-compliance is detected, the license may be revoked.
 
The validity period for the CTO differs by industry category: five years for red-category industries, ten years for orange-category industries, and five years under Hazardous Waste Management Rules. By ensuring compliance with pollution control laws, businesses can avoid penalties and maintain their operational licenses without interruptions.
