The Westcountry could have a good and resilient rail network for £1.2 billion – just 1% of the cost of HS2, the high-speed line from London to Birmingham, two transport experts say.

The mainline to Plymouth and Cornwall has long been the Achilles' heel of rail transport, due to the vulnerability of the line through Dawlish to weather and waves.
