One woman was followed by two men in a large white van while walking her two King Charles Cavaliers at Elm Grove Road in Dawlish, one of whom tried to grab the lead she was holding. The man in question is described as clean shaven, in his thirties with short, dark hair, and is said to have a foreign accent.
