Dawlish carnival organisers are appealing for more sponsors to come forward to support the annual event.
Last year the carnival still lost £8,000 despite cutting cost to try to reduce the losses. The committee's efforts to keep the carnival in the black are not helped by red tape.
The disco where the carnival royalty are chosen and cost £300 to put on was cancelled also the loss-making Easter bonnet parade was scrapped.
The 70ft marquee cost £3,000 to hire for eight days also £2,500 is spent on prize money. However a good response from traders in the town, some have agreed to contribute financially for the first time in years.
Teignbridge Council have said the original manual, a requirement for submission for any event had not been adequate, the manual was not detailed enough to satisfy health and safety requirements.
The carnival committee have now resubmitted a new manual which is being looked at.
