More than 30 people turned out to an emergency meeting to discuss the use of the Lawn during carnival week.
Carnival Organisers wanted to put large fairground rides on the back area of the Lawn, traditionally kept free for families to picnic.
Last year was said to be more like the Rolands roadshow, and Dawlish residents have asked for fewer rides during carnival week.
Carnival Organisers pointed out David Rowlands was the event's main sponsor to the tune of £14,000. Carnival Organisers knew the back Lawn should be kept for families since the council's guidelines on use of The Lawn were put together in January but the Organisers had chosen to ignore this when they have known about it for six months.
Councillors voted in favour of recommending to Teignbridge Council, which looks after the day to day running of The Lawn until the completion of the asset transfer, a compromise that Large rides such as dodgems be removed from the back Lawn and substituted with family friendly activities.
