Dawlish beach has re-opened to swimmers after passing an Environment Agency water quality test, having failed the previous two.
Teignbridge District Council said it was continuing to investigate the cause and thought it might have been down to the recent bad weather.
It said it had removed warning signs and red flags from the beach.
On the most recent test on 21 June the beach attained the mandatory standard for bathing, the council added.
