Son puts out Mum's rubbish then is given a fine

A householder has been fined £50 for fly-tipping after putting rubbish out for collection at the bottom of the drive. John Kenyon says he received the fixed penalty notice after looking after his mother's home while she was in hospital. And when he rang Teignbridge council to protest, he was told they could only consider appeals in writing. Mr Kenyon has been looking after his elderly mother's home in Iddisleigh Terrace, Dawlish, for the past two weeks while she is in Torbay Hospital. He put out her household rubbish for collection on Thursday, as usual, in the same place that his mother uses. The next day he was shocked to be given a fixed penalty notice from the council, alleging he was fly-tipping and ordering him to pay £50.
