Thank you Diana Mond. As for ANPR I think Major P has got his wires crossed. The Deregulation Act 2015 amended the Traffic Management Act 2004 so that regulations could be made restricting the use of approved devices. You still have not pointed out the law that prohibits LA's from using VCA approved/certified ANPR devices in their off street car parks to enforce civil parking contraventions under the Traffic Management Act 2004. I would not base your argument solely on a BPA extract. The BPA has been wrong before. So the legislation please?

Major P I did not demonstrate why ANPR cannot be used in LA owned car parks. I demonstrated that it can be used if VCA approved. Perhaps what you meant to say is that no council in Devon is in a position where they can enforce their off street car parks via ANPR due to their ANPR devices (if they have them) not being VCA ...
