Probably when the legal niceties are sorted out. Don't forget, we live in a nanny state and we wouldn't want an accident on the park when it could have been avoided---do we? Insurances cost money and are usually increased annually, or will someone take the risk and not insure on a probability?
I spoke to Teignbridge on 10th March and was told then the skate park was due to be started in May.
