I agree that other South Devon towns have declined, but to me Dawlish is particularly poor. Yes, prices in the places you mention are higher but then Dawlish is not exactly cheap. The question is, why have Topsham etc evolved the way they have, and Dawlish the way IT has? And the decline appears to be accelerating.
Its because vested business interests have a strangehold on Dawlish. So its unlikely things will change.
Went to Exeter today - superb. Our house will be on the market very soon!

I'm not a great fan of Exeter either. St James, Heavitree.....its all tat. Druggies round the bus station. Though there is something underpinning prices - i.e an economy. University towns always have a good vibe.

Salcombe is 400 k for a flat ! The reason its pricey is...yachies. Ditto for Dartmouth (not sure about Topsham - but it has a nice harbour).

Shaldon could be a good bet - its physical location precludes further development. Totnes perhaps. Brixham? Kingswear? Noss Mayo? Slapton?

Not central devon - it looks good on paper - then you're in a Flintstones cottage a million miles away from the corner shop.

Obviously Dawlish property is well-overpriced. 80k for an ex-holiday flat in (what was) Devondale. I think it could crash -

I dunno, St James looked OK to me but then again so did Dawlish at first glance! Theres another factor though for us in that we need a bigger house. I notice you mention Totnes - almost London prices by the look of it, and VERY alternative. I know Exeter has a huge drugs problem but as you say, the student vibe is there which I like very much.
