Michael, Of course the bureaucratic issues always come about when attempting to change anything in this country. In the meantime why can't the parking restriction times and the sign be removed in order to allow people to park without getting a ticket. Then just put back the old sign and have the first 30 minuets free then charge as it was before. Perhaps this is to simple to do.
