User4549, I knew from the article that they were police trained. I wonder whether issuing tickets knowing them to be unenforcable amounts to criminal extortion. If so, then instructing warders to do it would be conspiracy. Don

If the wardens actually knew the law, then this had to be the case and, equally obviously, not only in Exeter.
