From looking at the comments and tweets and things at the bottom of that Plymouth Herald article it seems that the problem lay with Cross Country trains. Take a look for yourselves. You'll see that their train to Edinburgh had to leave from Exeter St. David's rather than Plymouth and that Cross Country were telling people to use First Great Western trains to get from Plymouth to Exeter. ...

Government has said it will make an announcement concerning the future of the rail network in the south west in its Autumn statement - which usually takes place beginning of December.
Have to say I'm not surprised. I travelled by train from Dawlish to N.Abb the other week. It was a very high tide and whilst waiting for train I could see that the waves were lapping at the sea wall and spray was going over onto the track. And the weather on that day was quite calm..............

And of course being on such low wages means there is not much (anything?) left over for non essentials so demand for goods is not created. Also low wages = no, or very little, income tax being paid.
