Shadow transport secretary Lilian Greenwood said ministers appeared to have rejected the idea last year, following the publication of a report which deemed it "poor value for money".


However, Labour suggests this measure has come too late, after Westcountry commuters saw season tickets surge by 25% over the last five years. And it claims the Government has failed to explain how it will cover the £7 million cost of its new cap.
