If there is a covenant that says the building must be used for young people's services for 25 years then could it not become the VIth Form Centre that Dawlish Learning Partnership wants for Dawlish?

Or, despite the fact that I believe provision of a VIth Form facility features in the Local Plan, is that just aspirational, pie in the sky, wishful thinking?

Apologies, but other than the provision of new houses my cynicism knows no bounds concerning what the Local Plan aspires to have happen and what will in actuality happen.
